The report summarises the findings from the preparatory workshop for South-South Cooperation providers, ahead of the First High-Level Meeting of the Global Partnership in Mexico, April 15-16, 2014. The conference was organised by Chinese Academy of International Trade and Economic Cooperation (CAITEC) and United Nations Development Programme, China (UNDP China) in Beijing, 24 – 25 March 2014. The workshop brought together representatives from governments, think tanks, civil society organisations (CSOs) and academia from eleven countries.

Global Challenges: Multilateral Solutions

“Towards a New Development Cooperation Dynamic – increased diversity in bilateral development assistance providers” in The Canadian Development Report 2011 – Transnational Issues, Multilateral Solutions? The Future of Development Cooperation. The North-South Institute, 2011.

The heterogeneous group of non-DAC providers of assistance are bringing new forms of cooperation, ideas and models that complement, challenge and provide alternatives to DAC donor practices and the multilateral institutions traditionally dominated by them.

This new dynamic brings opportunities and challenges. It highlights the need for new thinking and restructuring of international, including multilateral, dialogues on aid and development cooperation so that they become more inclusive of all development cooperation partners. There are now various signs of how existing development cooperation fora are giving recognition to the diversity of players and modalities, and how these players are claiming space in global policy-making on development cooperation.

However, concerns remain regarding the extent to which an inclusive global development agenda is in the making. Old post-Second World War power structures linger in the multilateral system, and there are questions as to what extent the emerging powers within the G20, most notably the BRICS, are pushing a development agenda.

A Review of the Role and Activities of New Development Partners, CFP Working Paper Series No. 4, The World Bank, January 2010.

This report presents an overview of the diverse roles and activities of new sovereign development partners as providers of development assistance. It was prepared as a background study to the international conference on “New Partnerships in Global Development Finance,” hosted by the Russian Federation with support from the World Bank and the OECD, on February 17-18, 2010.

While it is difficult to categorize which countries count as “new development partners,” and the paper outlines methodological challenges, there has been a substantial increase in the number and engagement of countries providing various types of development assistance outside traditional Development Assistance Committee (DAC) members. Their principles and approaches vary. Assessing their aid volumes is challenging due to lack of systematic reporting. Aid volumes from these new sources are estimated at around $12 to $15 billion in 2008, equivalent to 10 – 12 per cent of official development assistance (ODA) provided by traditional DAC donors.

The paper includes detailed figures on new development partners’ assistance channelled through the World Bank (IDA and trust funds).

China and the end of Poverty in Africa – towards mutual benefit?, Diakonia and European Network on Debt and Development (Eurodad). September 2007.

The purpose of this report is to contribute to an increased knowledge and understanding of China’s role in Africa. The target group is foremost Civil Society Organisations (CSOs) across the world engaged in various types of development work.

The focus of the report is Chinese development assistance policies, i.e. China’s role as a donor to Africa, an area not so much written on in comparison with trade and investments. The report explores Chinese views on China’s role as an important player in development policies and what responses China has to concerns expressed by external stakeholders about the increased Chinese cooperation with Africa.

The report builds on desk studies between March and July 2007, as well as 27 ­interviews with foremost Chinese decision makers, institutions, organisations and researchers but also donors to both China and Africa, carried out in Beijing March – April 2007.
